with great difficuty. is it a solid wall or a plaster wall? you could try a combination of a paint scraper, elbow grease and a belt sander or rotary sander. Although make sure you wear a good mask and it will create alot of dust. If you are re-tiling, glue a layer of really thin plywood on the wall first. it will make it easier if you have to do it again in the future.

Remove tile cement
Try using a Steam Wallpaper Stripper the Heat from the Steam will soften the Tile Cement and it will come away from the wall easily with a Scraper..
They are cheap to Buy or Hire.. |

remove tiles
if you are retileing you only have to remove the loose adhesive, a good tiler can use a large notched trowel no problem,or spot the tiles, the walls dont have to be perfectly smooth,if you are painting the walls remove loose adhesive and replaster

if the adhesive is not flaking and has a good bond to the wall just prime the wall and re-tile the wall.
